Pakistan urged to repatriate citizens Stranded in Bangladesh - BY: Syed Mussarat Khalil

On 46th anniversary of fall of Dhaka, Pakistan Repatriation Council ( PRC ) last night organized a symposium in the VIP hall of Mehran restaurant titled “Repatriation of stranded Pakistanis our national obligation”.

It was presided by renowned scholar and ex-diplomat Dr. Ali al-Ghamdi. Chief guest was Engr. Syed Neaz Ahmed President of Pakistan Writers Forum. Other guests and speakers included literary Raja Zreen Khan of Kashmir Committee; Shamsuddin Altaf of Pakistan Peoples Community; Engrs. Syed Naseeruddin; Syed Ghazanfar Hassan; Engr. Syed Wasi Imam; Israr Khan and Engr. Altaf-ur-Rahman of Engineers Welfare Forum; Literary and media personalities; Mohammad Amanatullah; Naushad Usman; Faisal Moin.

Symposium was inaugurated by renowned journalist and stage secretary Syed Musarrat Khalil who presented his paper on the topic. He said that after the killing of prime minister Liaqat Ali Khan; the democratic process was derailed and military rulers did not notice the increasing political and other differences between west and east Pakistan. Though East Pakistan was bigger in number; they did not enjoy that majority and felt all decisions were made in western part and anti Pakistan forces boiled the issue which was used in 1970 general election held on One man one vote principle. When majority leader from East Pakistan was denied it led the separatist movement with the help of enemy. Unfortunately those patriotic Pakistanis who sided with Pak army in war with India were left without any protection and many of young men were killed and rest are languishing in camps for 46 years in hope to come to Pakistan. We appeal to Pakistani president to organise their urgent repatriation to Pakistan to save them from perishing.

Dr. Ali Al-Ghamdi said in his presidential address that fall of Dhaka is a black not only for Pakistan but for the whole Muslim world which has long term effect on Ummah. He said that he can’t discuss the motives of fall of Dhaka but he feels that Pakistan did not fight the war with any strategic planning and even the way surrender document signed in haste which did not have any clause for the protection of patriotic citizens who were fighting with their ( Pak ) army. They only cared for their safe passage as prisoners of war ( POWs ). Hence after the creation of Bangladesh those patriotic ( Bengalis and Biharis ) citizens were brutally persecuted due their siding with Pak army; the rest of them were thrown out of their houses into the camps without any help either from governments of Pakistan or Bangladesh. They are living in captivity without access to education; health care; employment; utilities and other basic livelihood. Till todate they are stateless people. It is Pakistan’s responsibility to issue them passport which they held prior to fall of Dhaka and they did not accept to become Bangladeshi. UNHCR; OIC and other organizations can help in their settlement. PRC has also submitted proposal of self finance scheme could be considered.
On this occasion I urge Pakistani rulers; chief of army; chief justice to take up the issue seriously to solve it in the best interest of those patriotic Pakistanis.

Chief guest Engr. Syed Neaz Ahmed praised Dr. Ghamdi’s speech that Pakistan should issue
Passports to those stranded Pakistanis which will allow them to move out of camps.
He said that those Pakistanis are hard working; patriot and honest people and their coming to the country will also help Pakistan. He also appreciated PRC proposal in the repatriation and rehabilitation of stranded Pakistanis.
Renowned scholar Tariq Mahmood said that fall of Dhaka was result of our non-adherence to Quran and Sunnah which was the basis of creation of Pakistan. He said that we did not learn lesson from the Dhaka debacle.
He said government should come forward to solve the issue of stranded Pakistanis. He said that our politicians; judiciary; media and NGOs should also play their role in alleviating their miseries. He felt that no democratic government is able to complete its’ tenure may be effect of grievances of stranded Pakistanis – warning from Allah to help oppressed people.

Literary personality Naushad Usman said that Government has failed to take any concrete steps to repatriate and settle those stranded Pakistanis, hence it is the duty of welfare organizations to at least help them in basic needs to alleviate their miseries until they live in the camps. In this regards role of FOH; MWDO; Obat Helpers etc were lauded.

Shamsuddin Altaf started his speech in Arabic and praised Dr. Ghamdi for supporting the cause of Kashmir and stranded Pakistanis. He paid tribute to those patriots who sacrificed their lives to protect integrity and solidarity of Pakistan in 1971 war and also to those innocent children who were massacred in army public school in 2014.
He said the debacle of Eat Pakistan happened due to ignoring the “ Bond “ of Islam on which Pakistan was created. If this bond weakens can risk the existence of Pakistan created to establish Islamic Welfare society.

Mohammad Amanatullah paid rich tribute to martyrs of 1971 war. He said that reason was prolonged socio-economic disparity and political differences between east and west Pakistan. He said this led our enemy to take advantage and create chaos among Bengalis. The politicians used this discrepancies as major election point scoring to win the election. He said that living tragedy of the debacle is the quarter million patriotic Pakistanis still languishing in Bangladeshi camps.

Convener Ehsanul Haque thanked Dr. Ali al-Ghamdi and all the speakers, poets; journalists and community members for participating in the symposium. He said agenda of PRC is to highlight the issue of Kashmir and stranded Pakistanis and propose their solution. The principled stand is that those patriotic Pakistanis have the right to come to Pakistan becaue of their choice in 1947 when they migrated and again sided with Pak army in 1971. As late Mr. Mahmood Ali told that if Government can’t bring them to Pakistan then return their ( East ) where they migrated in 1947. They did not come to Bangladesh.
He said Urdu speaking Pakistanis are considered traitors in Bangladesh so they will never allow them to settle there. He also criticised hanging of veterans leader without fair trial for siding with Pakistan in 1971 war which was legitimate their true loyalty since then it was Pakistan and not Bangladesh.

It was astonishing that a Committee in Senate to solve stranded Pakistanis issue under Senator Sartaj Aziz in October 2015 also did not take any measures.

He also appealed Bangladeshi government to extend basic facilities e.g. food, housing, medical, education; employment etc. to let them live like human.

The symposium was conducted by Syed Musarrat Khalil; recitation from holy Quran was made by Qari Abdul Majeed, Naat was presented by Faisal MoinSher Afzal. Poets Naseem Sehar; Fayyaz Quraishi’s poems were presented on martyrs of East Pakistan and plight of stranded Pakistanis.

Following resolutions were approved by the audience:

1. We appeal to president Mamnoon Hussain to restart the repatriation and rehabilitation of stranded Pakistanis urgently. To overcome the paucity of fund, we suggest to implement PRC proposal of “ settlement of stranded Pakistanis on self finance basis“. Bangladesh should also play it’s role in solving the issue.
Pakistani High Commissioner at Dhaka should be assigned to take care of Food, health, life and security of quarter million Pakistanis stranded in Bangladesh. OIC should include in it’s agenda the issue of settlement of stranded Pakistanis.

2. Pakistan govt. should use UNO, USA and other countries’ to influence India to ensure plebiscite in Kashmir according to the will of it’s people. Kashmiris must be included in all the negotiation of team of India and Pakistan.

3. We condemn brutal attack by terrorists in army public school Peshawar in 2014 and demand capital Islamic punishment to terrorists so any terrorist never dare to attack peaceful citizens again. We also pray Allah’s blessing and mercy to martyrs and patience to their family members.

4. We praise contribution of Nawai waqt fund; Muslim Weffare organisations ( MWDO ); Friends of Humanity ( FOH ); OBAT Helpers; IDB and other organisations for extending help to alleviate miseries of stranded Pakistanis in the camps.
