THE INTEGRITY OF THE ELECTION COMMISSION OF INDIA AND ITS EVM’S TO CONTINUE TO BE DOUBTED ESPECIALLY IN THE ELECTIONS OF UP, GOA, AND EVEN IN PUNJAB - An observation by Balbir Singh Sooch

1. It (THE ELECTION COMMISSION OF INDIA) also assured the parties that VVPATs will nullify the possibility of tampering. (Is it not a confession about tampering of EVMs).



2. NOT INCORPORATING THE VOTER PAPER AUDIT TRAIL (VVPAT) IN ALL EVM’S IN INDIA IN VIOLATION OF THE SUPREME AND HIGH COURTS ORDERS WILL CONTINUE TO DOUBT THE INTEGRITY OF THE ELECTION COMMISSION OF INDIA AND ITS EVM’S.



3. THE ELECTION COMMISSION OF INDIA DID NOT FOLLOW TO INCORPORATE THE VOTER PAPER AUDIT TRAIL (VVPAT) IN ALL EVM’S IN INDIA IN VIOLATION OF THE SUPREME AND HIGH COURTS ORDERS. WHY?



4. IT WILL CONTINUE TO DOUBT THE INTEGRITY OF THE ELECTION COMMISSION OF INDIA AND ITS EVM’S.



5. VERY DIFFICULT TO UNDERSTAND WHY THE ELECTION COMMISSION OF INDIA DID NOT FOLLOW TO INCORPORATE THE VOTER PAPER AUDIT TRAIL (VVPAT) IN ALL EVM’S IN INDIA IN VIOLATION OF THE SUPREME AND HIGH COURTS ORDERS.



6. It (NOT INCORPORATING THE VOTER PAPER AUDIT TRAIL (VVPAT) IN ALL EVM’S IN INDIA IN VIOLATION OF THE SUPREME AND HIGH COURTS ORDERS WILL CONTINUE TO DOUBT THE INTEGRITY OF THE ELECTION COMMISSION OF INDIA AND ITS EVM’S) is incomprehensible-impossible or very difficult to understand why the EC did not quickly follow up on the suggestions given by the Supreme Court and high courts in 2013 to incorporate the Voter Verified Paper Audit Trail (VVPAT) in all EVMs.



7. Four years later, after aspersions on EVMs were cast by AAP and other parties, the EC has obtained Union Cabinet sanction for 16 lakh VVPATs.



8. If it was a matter of Rs 3,200 crore versus the credibility of the election process, the choice was not hard to make.



9. As a result, those at the receiving end of the election results, especially in UP, Goa, and even Punjab, will continue to doubt the integrity of the EC and its EVMs.



10.The tremendous leaps in technology may have left the superannuated- having been retired with a pension, used so much as to be able to offer no more useful service bureaucrats who make up the EC stumped- (the part of something such as a limb that is left after the main part has been removed, confused, puzzled, baffled) for answers.



11.At Friday’s (May 12, 2017) marathon meeting with political parties, that took place after considerable cajoling (to persuade somebody to do something by flattery or gentle but persistent argument), calumny-slur, disgrace (sounds or words so that they cannot be distinguished, or be pronounced in this way) and protests, the EC (THE ELECTION COMMISSION OF INDIA) fell back on its assurance that EVMs were hack-proof.



12.It also assured the parties that VVPATs will nullify the possibility of tampering. (Is it not a confession about tampering of EVMs).



13.By failing to be proactive in the matter when the courts made the suggestion, the EC has diminished itself and given wind to the sails of cynics who have called into question the results of the UP, Punjab and Goa elections.



14.This damage to the credibility of the poll process cannot be undone by any number of assurances. The trust deficit-scarcity, an infrequency-irregularity of occurrence of something, even if among a minority, is here to stay. Extract courtesy by: THE TRIBUNE, CHANDIGARH
